Fully Automated Dog License Processing

We are digitizing the back office by converting the bylaws into an intelligent rulemap. Processing time is reduced from 30 minutes to less than 60 seconds per case. Fully automated decision generation, including fee calculation and payment requests.

Question

Despite the introduction of OZG 1.0, the digitization of administrative processes for dog license registration often faltered at a critical point: internal processing. While citizens could already submit applications digitally, the digital process usually broke down in the back office.

  • Manual effort: Processing a single case file previously took over 30 minutes.  
  • Resource Shortage: The acute shortage of skilled workers was already leading to long processing times and placing a strain on municipal teams.
  • Media Discontinuity: Incoming data from digital application channels (front ends) had to be manually reviewed, verified, and converted into official notices.

Solution

We have built a bridge between the digital application and the legally compliant output. At its core is an intelligent rule map that digitally maps complex municipal statutory regulations and internal processing guidelines.

  • Intelligent rule logic: Transfer of the dog tax ordinance, including all variables (first dog, second dog, listed breeds, size categories, etc.), into an automated calculation engine.
  • Automated decision generation: Creation of the final output document, including a payment request, using dynamic placeholders.
  • Decision support: The system handles the review and preparation, so that the case worker only needs to give final approval (“human-in-the-loop”).

By integrating our automation engine with the existing state application portal, we achieve seamless end-to-end digitization.
