Question

Obtaining permits for wind turbines in Germany is a bureaucratic ordeal that takes an average of 2 to 4 years. A critical bottleneck is the completeness review required under the 9th BImSchV.

  • Massive amounts of data: For each application, authorities must review between 1,000 and 3,000 pages of unstructured documents.
  • Extreme time pressure: According to Section 7(1) of the 9th BImSchV, requests for additional information must be made within one month. If the deadline passes, the approval period (Section 10(6a) BImSchG) begins to run—even if the documents still contain gaps.
