Designing an advanced Rulemap
Task
In this exercise, you will complete a pre-modelled Rulemap in the Rulemap Builder. The provided framework represents the overall logic of Section 7 of the German Social Code, Book II (SGB II). Your task is to fully model paragraph 1.
First, download and unzip the provided .zip-file. Then open the Rulemap Builder and import the extracted file “7SGBII_Rulemap_Exercise.xml”. Start modelling paragraph 1 by adding additional decision layers exclusively within the node “employable beneficiaries”.
Tip
The pre-defined node “no exclusion ground” refers to the exclusion criteria outlined in paragraphs 4 and 5 of the statute. Exclusion criteria derived from paragraph 1 must be modeled solely within the additional decision layers of the “employable beneficiaries” node.
Pay particular attention to negative operators, especially NOT-AND and NOT-OR. These are required wherever the statute specifies the absence of certain conditions.

§ 7 Paragraph 1 German Social Code, Book II (SGB II):
(1) Persons shall be eligible for benefits under this Book if they meet all of the following criteria:
- have attained the age of 15 and have not yet reached the age limit stipulated in section 7a,
- are capable of gainful employment,
- are in need of assistance, and
- have their habitual residence in the Federal Republic of Germany (persons are referred to as persons entitled to benefits capable of working).
The following persons are excluded:
- foreign nationals who, within the Federal Republic of Germany, are neither employees nor self-employed, nor, by virtue of section 2(3) of the Freedom of Movement Act/EU entitled to free movement, and their family members during the first three months of their stay,
- foreign nationals whose right of residence is either
a) nonexistent, or
b) exists solely for the purpose of job-seeking, training or studies, or as a residence permit under section 20a of the Residence Act, and their family members, - persons entitled to benefits under section 1 of the Asylum Seeker Benefits Act.
Sentence 2 number 1 does not apply to foreign nationals residing in the Federal Republic of Germany on the basis of a permit under Chapter 2, Section 5 of the Residence Act. Notwithstanding the exclusion under sentence 2 number 2, foreign nationals and their family members shall be eligible once they have had habitual residence in the federal territory for at least five years; this does not apply if a loss of rights under section 2(1) of the Freedom of Movement Act/EU has been determined. The five-year period under sentence 4 begins upon registration with the competent registration authority. Periods of unlawful residence during which there is an obligation to leave shall not be credited as periods of habitual residence. Provisions of residence law remain unaffected.
